Tier2 Submit: EPA's free Tier II software, explained
Tier2 Submit is EPA's free desktop program for preparing an electronic Tier II report. It includes every federal Tier II field plus extra fields some states require. Only the current year's version can create a valid submission file, and you must check whether your state accepts Tier2 Submit files at all.

Tier2 Submit is part of EPA's CAMEO software suite. It produces a Tier II submission file (.t2s) that participating states accept. You can also export the data into CAMEO Data Manager for emergency planning (EPA).
Which version to use
EPA updates Tier2 Submit every year, and only the most recent version can make the current year's submission file. As of this update, EPA's page lists Tier2 Submit 2025 "rev 1" for reporting year 2025 (due March 1, 2026), for Windows 11 and recent macOS versions (EPA). For the 2026 reporting year (due March 1, 2027), wait for and download the 2026 version from the same EPA page.
Importing last year's data
Each version can import .zip and .t2s files from the previous two reporting years as a starting point, so you update quantities instead of retyping everything (EPA). Check every carried-over record: contacts, storage locations, hazard categories and EHS flags change.
Does your state accept it?
Not every state does. Many states run their own portal (for example Texas STEERS, California CERS, or E-Plan in several states) and won't take a Tier2 Submit file. Filling it out: practical tips
- Create the facility record first: address, latitude and longitude, NAICS, Dun & Bradstreet number, and contacts with a 24-hour emergency number (40 CFR 370.42).
- For each chemical, enter the name and CAS number exactly as on the SDS, the hazard categories from SDS section 2, and the range codes for maximum and average daily amounts (our requirements guide lists the codes).
- Use the built-in validation. EPA's 2025 version updated its EHS checks to the April 2025 List of Lists.
- Use the state-specific fields your state asks for. Some states require extra items such as fee information or site plans.
- Keep a copy of the final file and your calculations. Agencies and fire departments can ask questions later.
