Who this is for

Plants, warehouses, distributors, utilities and shops that had a hazardous chemical on site at or above an EPCRA threshold at any one time during the year.

10,000 lbof any chemical that needs a Safety Data Sheet: fuels, lubricants, acids, gases, coatings, lead-acid batteries and more.
500 lb or TPQwhichever is lower, for Extremely Hazardous Substances such as sulfuric acid, chlorine and anhydrous ammonia.

It fits best if the person who filed last year has moved on, or you'd rather not spend February in a state portal.

  3. Report in your state's systemEPA Tier2 Submit, E-Plan, Hazconnect, TCEQ STEERS, CERS or your state's portal, plus copies formatted for your LEPC and fire department.
  4. Plain-English summaryOne page on what changed since last year and anything that needs your attention.
  5. Certify-and-submit instructionsWhere your state allows a preparer account, we enter everything and your official only reviews, certifies and pays the state fee.
  6. Refiling at no chargeIf an agency rejects the report for a preparation error, we fix and refile it.

Why it matters

March 1, every year

Tier II is due every year by March 1 to your State Emergency Response Commission, your Local Emergency Planning Committee and your local fire department.

The maximum civil penalty under EPCRA section 325 is $71,545 per violation, and each day a violation continues can count as a separate violation. EPA settles late and incomplete Tier II cases every year.

Before you order

Do I need a licensed engineer?

No. Tier II needs accurate data and a certification by your own owner/operator or authorized official. No PE stamp is involved.

Do you visit the site?

No. Everything is done remotely from your records. If something is unclear, we ask by email.

Who signs the report?

Your official certifies the report, as the law requires. We prepare it; you stay in control.

Is my data safe?

We use your data only to prepare your reports and never sell or share it. See our privacy notice.

What if we have several facilities?

Each facility is a separate report. Three or more facilities get 15% off each. Email the list and we'll quote them together.
